Drinking Water Series

Deborah M. Watkins, PE and Charles D. Hertz, PhD

Aqua America

Topic 1:

Lead in Drinking Water – Moving Beyond Regulation to Protect Public Health

This presentation will begin with an overview of health concerns associated with lead service lines, lead solder, and lead fixtures, and the regulatory framework in place that is intended to protect public health.  Following this introduction, the challenges associated with implementation and effectiveness of the regulations will be addressed.  Initiatives and challenges surrounding inventorying and replacing lead service lines will be discussed.  Finally, examples of practices used by water companies to proactively further the protection of public health will be discussed.

Speaker Bio:

Deborah M. Watkins, P.E., Director of Water Quality and Environmental Compliance for Aqua America, is responsible for monitoring and evaluating water quality data, and managing Aqua’s Compliance Assurance Program (CAP) to ensure compliance with environmental regulations, permits, and other regulatory requirements.  Ms. Watkins received her BS degree in Chemical Engineering from Bucknell University and her MS degree in Water Resources and Environmental Engineering from Villanova University.  She is a registered professional engineer in PA, VA, NJ, DE, and MD.

Topic 2:

Perfluorinated Alkyl Substances in Drinking Water – How the discovery of  these compounds in regional sources informs a national discussion of unregulated substances in drinking water.

Information will be presented on the occurrence of Perfluorinated Alkyl Substances (PFAS) in local and national monitoring studies.  Sources of PFAS will be outlined as well as ways they can be removed from drinking water.  Although PFAS are “unregulated” in drinking water, approaches from regulatory agencies to protect public health will be discussed.  Of particular interest is the Health Advisory and how the concept is being applied (and misapplied) to two particular compounds, PFOS and PFOA.

Speaker Bio:
