Christine Marjoram is an Environmental/Water Resources Engineer managing the Stormwater Plan Review and Incentive Program in Philadelphia where her key responsibilities involve managing the stormwater management plan review team, improving PWDs role in the development process, and incorporating sustainable practices for stormwater management into development projects.  Christine’s group is responsible for administering an online submittal process, providing conceptual site plan reviews and approving final stormwater plans.  The groups work results in management, through a wide variety of approaches, of at least the first inch of stormwater for all development projects subject to the regulations.  The removal of this rainfall volume from the City’s sewers is providing alternative approaches to address the Combined Sewer Overflow and Municipal Separate Storm Sewer Programs in Philadelphia

A Sustainable Approach to Utility Management

The strong connection between land and water planning is driving Cities and municipalities to evaluate alternative, sustainable approaches to utility management.  Philadelphia is currently assessing the benefit of low impact development designs for stormwater management as providing a significant portion of volume management required with the Combined Sewer Overflow (CSO) Program.  Typical solutions for CSOs include intensive infrastructure projects such as tunnels and tanks.  Although these traditional approaches will be part of the solution, spending capital monies on green solutions ultimately results in a better investment.  As we consider public and private lands throughout the City as opportunities for addressing these goals we envision greening of streets, creation of open spaces and connectivity between neighborhoods through redevelopment and retrofits as the key to a truly successful utility management approach.
